É sempre permitido listar o aeroporto de destino como o IFR também?

Você nunca listaria seu destino como alternativo (isso não faria sentido logicamente), mas há situações em que não é necessário ter um alternativo:

At least one destination alternate aerodrome must be designated and specified in the both operational and ATS flight plans if a flight under IFR is going to be made unless one of the following applies:

• after taking all relevant factors into account, it is reasonably certain that VMC will prevail for the approach and landing and there is more than one independently useable runway available which can be expected to be useable at the ETA and at least one of those runways has an instrument approach procedure

• the aerodrome is isolated, in which case a destination alternate is not required and instead additional fuel must be carried. a Point of No Return (PNR) must be determined and this must not be passed unless an assessment of the prevailing weather, traffic and other operational conditions indicates that a safe landing can be achieved at the ETA.

A definição de "aeroporto alternativo" em 14 CFR § 1.1 é:

Alternate airport means an airport at which an aircraft may land if a landing at the intended airport becomes inadvisable.

Se meu aeroporto pretendido é Sparta, então o próprio Sparta claramente não é "um aeroporto no qual uma aeronave pode pousar se um pouso em [Sparta] se tornar desaconselhável". Portanto, o aeroporto pretendido não pode ser um aeroporto alternativo.

Agora, parece não haver nenhum regulamento que diz explicitamente que você não tem permissão para listar seu destino como seu substituto. Mas 14 CFR § 91.169 afirma que é necessário um plano de voo para incluir "um aeroporto alternativo" e uma leitura de bom senso deste regulamento diz que o aeroporto que você lista deve ser realmente um aeroporto alternativo. Se você diz que seu destino é Esparta e seu substituto também é Esparta, não cumpriu o requisito de especificar um aeroporto alternativo.
