Uma descrição dos Istari é dada nos Contos Inacabados . Eles receberam suas "formas masculinas" antes de partirem de Valinor, e depois permaneceram nessas formas.

Emissaries they were from Lords of the West, the Valar, who still took counsel for the governance of Middle-earth, and when the shadow of Sauron began first to stir again took this means of resisting him. Como seria fácil a missão deles se eles pudessem se transformar em criaturas poderosas para derrubar as forças de Sauron? Eles estavam presos em suas "formas masculinas" porque seu objetivo principal era unir as forças do bem contra Sauron, e não desafiar fisicamente Sauron.

Então, para responder a sua pergunta, Gandalf não se transformou porque não conseguiu se transformar. Ele "se vestiu de carne" antes de deixar Valinor, e permaneceu na carne até que ele conseguiu em sua missão.

Sauron

Sauron, por outro lado, era uma Maia corrompida, que veio para a Terra-média por conta própria (para se juntar a Morgoth). Ele foi capaz de assumir uma forma diferente na Segunda Era porque ele não foi ordenado (pelos Valar) a permanecer em uma forma.

É claro que, mais tarde, na Queda de Númenor, ele perde seu corpo físico no naufrágio e, portanto, está preso em uma forma feia como ¹ até que ele perde este corpo > novamente depois da Guerra do Anel.
