You can use the same staff as your arcane focus and as a quarter staff.
Can I use a ring as an arcane focus?
Yes, you can use any object that counts as a magical foci for your class to complete the somatic component of a spell, however the spell in question must have both a material and a somatic component in order to use any focus this way even the normal tools from the adventuring gear section of the PHB. Swords Bards and Blade Pact Warlocks are able to use their weapons as Spellcasting Foci, and whilst the latter costs an Invocation, the Bard gets it absolutely free of charge when they choose their subclass!
Do you need a free hand to use arcane focus?
There's nothing saying that an arcane focus (crystal) can't be worn on a leather thong around your neck to be grasped as part of casting a spell, or that it takes up your one Free Object Interaction to do so, just that you do have to have an empty hand when you go to grasp that crystal. Does a warlock need an arcane focus? No. No spell caster NEEDS an arcane focus. But then you need a component pouch and a free hand to cast spells with material components.
Can an Eldritch Knight use an arcane focus?
No. The Eldritch knight, arcane trickster, and ranger cannot use a focus and must use a component pouch instead, RAW. Do you need an arcane focus to cast spells? An Arcane Focus, a Component Pouch, or a material component is not required for spells like Fire Bolt that don't have a material component. It doesn't matter what the level is.
