Definitivamente não:
(1) Os orcs são mencionados inúmeras vezes no Silmarillion, o que antecede a chegada de Gandalf à Terra Média.
(2) Além disso, o Silmarillion relata que todos acreditavam que os Orcs foram feitos por Morgoth:
But of those unhappy ones [lost Elves] who were ensnared by Melkor little is known of a certainty. For who of the living has descended into the pits of Utumno, or has explored the darkness of the counsels of Melkor?
