Por que ele não ficou?

Fawkes sempre foi associado a Dumbledore . Ele voou para Dumbledore depois de salvar Harry na Câmara Secreta:

Isso, mais do que qualquer outra coisa, demonstra que Fawkes e Dumbledore são, em algum sentido, intercambiáveis. A lealdade a Fawkes é a lealdade a Dumbledore e vice-versa. Como indicado em esta resposta , a razão autoral da saída de Fawkes foi que "algo tinha que sair da escola" quando Dumbledore morreu. Fawkes saiu como sinal de JK Rowling de que algo permanente tinha que sair da escola quando Dumbledore morreu.
