É inteiramente possível, barato e simples. Vá para o principal terminal de ônibus em Puerto Iguazu. Pegue um ônibus indo para Ciudad del Este (ele provavelmente dirá apenas 'Paraguai'), e viaje pelo Brasil até Foz Iguaçu e depois atravesse outra ponte em Ciudad del Este.
Você vai passar pela alfândega / fronteira na Argentina / Brasil, e então ... provavelmente novamente indo para o Paraguai. Fale com o motorista do ônibus, neste ponto ele fica um pouco esquemiço, mas ... sim, às vezes eles simplesmente pulam a borda.

Let’s just say hypothetically there’s this bus, and there’s this hypothetical driver, who upon hearing that the only non-local on the bus only wants to go into the border town, can’t be bothered getting the tourist a stamp, drives on through the express customs lane for locals, and says he can just do the same on the way back after picking the tourist up again. Imagine that. Hypothetically of course. Hypothetically said tourist would hypothetically be in Paraguay without a visa and without a stamp, wandering around Ciudad del Este.
Mas sim, há um ônibus, e ele te leva via Ciudad del Este - e de fato continua até Assunção se você realmente quis ir tão longe. É muito fácil e tudo o que realmente requer é que você entre no ônibus. Mas certifique-se de que você tem um visto para o Paraguai, e verifique se você precisa de um para o Brasil também.
