Primeiro de tudo "Licença para Matar" é uma coisa real do que ser completamente fictício, embora tenha se tornado famoso pela franquia de James Bond. Segundo a Wikipedia:

Ele só pode matar enquanto estiver em missão. Como agentes, eles são testados regularmente para qualquer condição psicológica que os impeça de executar no cumprimento do dever, obviamente ser um lunático psicótico impediria aquele agente de tomar as decisões certas e significaria a morte de pessoas inocentes (ele teria o direito de matá-lo por pisar em seus sapatos).
