Qual foi o plano oficial para derrotar Sauron?

O plano era parar (e sobreviver) os ataques de Sauron.

Isso foi basicamente o que todos fizeram na Terceira Era: Contra-atacar os ataques de Sauron. Nunca uma vez, desde a Last Alliance, Mordor atacou diretamente. (Até o final da Terceira Era, obviamente). Teria sido imprudente demais fazê-lo.

Antes de Mordor ser restabelecido, a fortaleza de Sauron era Dol Guldur. O plano era derrotar essa fortaleza. (Veja abaixo)

Como visto da citação, o Conselho Branco foi formado devido ao retorno de Sauron a Dol Guldur. Seu principal objetivo era destruir as forças de Sauron em Dol Guldur.

De volta ao plano; Sauron era realmente poderoso no final da Terceira Era, tendo criado inúmeros orcs e recrutando muitos homens. O plano, se o Anel não fosse encontrado, teria sido parar o maior tempo possível.

Havia alguns reinos principais (poderosos) que poderiam empatar com Sauron:

• Gondor (Minas Tirith + Dol Amroth + Lossarnach + ...)
• Rohan
• Lorien
• Rivendell
• reino de Thranduil em Mirkwood
• Erebor
• Dale
• Portos Cinzentos

Esses reinos estariam Sauron o maior tempo possível, especialmente Gondor. Isto é sugerido durante o Concílio de Elrond;

At once Boromir stood up, tall and proud, before them. 'Give me leave, Master Elrond,' said he, 'first to say more of Gondor; for verily from the land of Gondor I am come. And it would be well for all to know what passes there. For few, I deem, know of our deeds, and therefore guess little of their peril, if we should fail at last. By our valour the wild folk of the East are still restrained, and the terror of Morgul kept at bay; and thus alone are peace and freedom maintained in the lands behind us, bulwark of the West. 'I know little of Iarwain save the name,' said Galdor; 'but Glorfindel, I think, is right. Power to defy our Enemy is not in him, unless such power is in the earth itself. Eu não acho que houve um , porque muito pouco tempo após o restabelecimento de Sauron em Mordor não havia nenhum corpo que pudesse produzir um 'plano oficial' para todo o lado bom.

Note que no trecho Conto de Anos você cita na pergunta, a "última reunião do Conselho Branco" é apenas 2 anos depois de "Sauron se declarar abertamente", e não parece que eles realizaram muito. / p>

Neste ponto Saruman (o líder dos Istari) está trabalhando contra eles realizando muito de qualquer coisa (note "Saruman finge que ele descobriu que o Um Anel passou Anduin para o Mar" - Ou seja, ele mentiu para convencê-los de que o problema era menos urgente do que na verdade.

Gandalf discute isso no capítulo "O Conselho de Elrond":

'But Saruman said nay, and repeated what he had said to us before: that the One would never be found again in Middle-earth.

"At the worst," said he, "our Enemy knows that we have it not, and that it still is lost. But what was lost may yet be found, he thinks. Fear not! His hope will cheat him. Have I not earnestly studied this matter? Into Anduin the Great it fell; and long ago, while Sauron slept, it was rolled down the River to the Sea. There let it lie until the End." '

'There I was at fault', he said. 'I was lulled by the words of Saruman the Wise; but I should have sought for the truth sooner, and our peril would now be less.'

Some, too, will remember also that Saruman dissuaded us from open deeds against him, and for long we watched him only.

Nada mais funcionaria. Uma vitória militar como na Guerra da Última Aliança não era mais possível. Os elfos, é claro, tinham a opção de se retirar para Valinor (pelo menos até os Portos Cinzentos eventualmente caírem). Para todos os outros, não havia esperança de vitória ou fuga, resistindo apenas a Sauron o maior tempo possível.
