Por que Daenerys não ordenou que esse personagem ficasse fora da luta?

Não se trata apenas de lutar. Cersei deu-lhes 3 condições sobre Jon:

He will remain in the North where he belongs.

He will not take up arms against the Lannisters.

He will not choose sides.

Talvez Daenerys pudesse fazer Jon jurar permanecer no norte e não pegar em armas contra os Lannister, mas a terceira condição não pode ser cumprida. Jon aceitou Daenerys como sua rainha, e ele não é mais um rei independente.

Cersei tem muito poucas cartas restantes neste momento, e um grande exército não é um deles. Uma que ela espera manter é legitimidade - Daenerys foi criada em terras estrangeiras e trouxe exércitos estrangeiros para conquistar Westeros. Lembre-se que isso já custou à Daenerys a aliança potencial de um Westerosi Lord, Randyll Tarly:

Say what you will about your sister, she was born in Westeros. She's lived here all her life. You, on the other hand, murdered your own father and chose to support a foreign invader. One with no ties to this land with an army of savages at her back.

When Joffrey had Ser Barristan Selmy "dismissed", it was a very controversial move that many considered a reflection of these awful rulers, but they couldn't do anything because they feared them, and that was a relatively small dismissal (Kingsguard oath vs a kingdom's fealty to the crown). Most of Daenerys' followers choose to fight for her because they believe in her, they have a lot of faith in her resolve and invest a lot of respect and love into her words and actions because she is true to her word and her resolve is strong. To suddenly force Jon to go back on his word this way would risk her losing the respect of her followers, which could, in turn, damage her relations with the people that would fight for her.
• She is in love with Jon Snow. Not only does she experience flattery, honour and appreciation when the man she loves stands his ground expressing his loyalty to her, but she also knows that insulting Jon by forcing him, through royal power, to go back on his word and break his oath, especially after Jon says the following:

Seria muito perto de quebrar o coração de Jon. No mínimo, isso prejudicaria o relacionamento deles, que obviamente o coração dela não quer que acontecesse, dada a sua afeição por ele.

Você está perdendo alguns pontos importantes aqui.

• Cersei pede a Jon que permaneça imparcial, como uma maneira de evitar que qualquer dos lados (Cersei / Daenerys) tente ganhar favores com Jon a fim de obter sua lealdade (tenha em mente que, neste momento, Cersei acha que o Norte não está comprometido com ninguém).

• Jon menciona que jurou a Daenerys.

• Cersei se afasta. Daenerys fala com Jon sobre não ter dito isso.

Jon voltando em suas palavras seria sem sentido para Cersei .

O dano já está feito. Mesmo se Jon quisesse voltar atrás em sua promessa a Daenerys, e ele cumprisse sua promessa de permanecer imparcial, o que o está impedindo de se aliar novamente a Danaerys quando a trégua terminar?

Cersei sabe que perdeu a lealdade de Jon, e ele nunca vai dobrar o joelho para ela.

Depois que Jon revela ter dobrado o joelho para Danaerys, todo mundo (Daenerys, Jon, Cersei) está ciente de que as palavras de Jon causaram um impacto que nunca pode ser levado de volta. É por isso que nenhum dos personagens sugere que Jon retenha suas palavras, eles só dizem que eles gostariam que ele não tivesse feito isso em primeiro lugar.
