Na minha opinião, não há uma resposta clara para essas perguntas no livro.
Em Ch. 23, afirma-se que os Senhores Supremos não conseguiram explicar por que não há mais crianças, embora Jan suspeite que a falta de novos nascimentos se deva a razões psicológicas.
There had been men on Earth as little as ten years ago, but they had been degenerate survivors and Jan had lost nothing by missing them. For reasons which the Overlords could not explain, but which Jan suspected were largely psychological, there had been no children to replace those who had gone.
Então, os Senhores Supremos disseram que não há novas crianças, mas não se afirma se essas crianças seriam "evoluídas" ou não. Podemos apenas especular que eles seriam, já que essa "evolução da mente" aconteceu com muitas pessoas simultaneamente. A partir do final do capítulo 19:
Jeff and Jenny had been the first in all the world, but soon they were no longer alone. Like an epidemic spreading swiftly from land to land, the metamorphosis infected the entire human race. It touched practically no-one above the age of ten, and practically no-one below that age escaped.

Não parece que Jan, pelo menos, seria impedido de ir com os Senhores Supremos - ele escolheu ficar na Terra voluntariamente, e Rashaverak o questionou se ele tem certeza sobre sua escolha, então é sugerido que ele poderia escolher para deixar a terra. Do Capítulo 24:
JAN: "I shall stay, " said Jan abruptly . "I have seen enough of the universe . There's only one thing I'm curious about now- and that is the fate of my own planet. "
