O nome de Tobho Mott fala por si só, simplesmente não é Westerosi.

Dos relatos do próprio homem, ele passou sua juventude em Qohor.

The Knight of Flowers bought all his armor here, Tobho boasted, and many high lords, the ones who knew fine steel, and even Lord Renly, the king's own brother. Perhaps the Hand had seen Lord Renly's new armor, the green plate with the golden antlers? Agora isso só menciona que ele costumava trabalhar em Qohor quando menino. Isso não estabelece realmente que ele nasceu e cresceu em Qohorik. Para não mencionar, Tobho fala língua comum limpa como se fosse sua primeira língua, sem qualquer sotaque ou qualquer maneira engraçada de falar, como vemos com outros personagens estrangeiros da série. Isso faria sentido se ele fosse, digamos, um imigrante de segunda geração, nascido em Westeros, que voltou a Qohor para aprender as artes da metalurgia.

Mas o Wiki ASOIAF é bastante certo de que o homem é Qohorik. Citando-os:

Não podemos ter 100% de certeza de onde ele é, mas parece incrivelmente provável que ele seja Qohorik. Sabemos que Qohor é o único lugar que afirma saber como trabalhar a Valyrian Steel.

The properties of Valyrian steel are well-known, and are the result of both folding iron many times to balance and remove impurities, and the use of spells—or at least arts we do not know—to give unnatural strength to the resulting steel. Those arts are now lost, though the smiths of Qohor claim to still know magics for reworking Valyrian steel without losing its strength or unsurpassed ability to hold an edge.
