Acredito que esta é a série "Magic Time" de Marc Zicree e um colaborador diferente para cada livro (Barbara Hambly para o primeiro livro, e é por isso que eu peguei). Já faz muitos anos desde que eu li, mas o IIRC, muita tecnologia moderna parou de funcionar, então foi definitivamente um cenário desastroso / apocalíptico, e havia alguém que se transformou em um dragão.
