Como eu carrego papagaios em um trem da Indian Railway?

Eu tenho três papagaios, eu tenho que mudar para outro estado. Como posso carregar papagaios na Indian Railway?

Nota: "Ferrovias Indianas" Eu estou perguntando sobre o procedimento, que documentos são necessários (eu ouvi que eu tenho que tirar um certificado do Supremo Tribunal), ou algo assim.

E qual tipo de gaiola ou comida é necessária, ou o que eu tenho que fazer?

Viajando com animais de estimação na estrada de ferro indiana

As Regras de Trilhos Indianas para Bagagem regulam o transporte de pássaros, sem mencionar explicitamente os papagaios. O remetente (ou seja, o OP no nosso caso) deve preencher uma Nota de Encaminhamento, conforme especificado na Seção 64 da Lei da Ferrovia , fornecendo detalhes sobre os animais. Estes incluem declarar o valor dos animais, a fim de calcular o excesso de responsabilidade da Indian Railways em caso de perda ou dano. Abaixo está a citação da parte relevante das Regras dos Caminhos de Ferro Indianos para Bagagem :

RULES FOR CARRYING PETS,DOGS,HORSES OTHER LIVE ANIMALS AND BIRDS RISK :

  1. Under section 77-A of the Indian Railway Act, the liability of Railways as carriers of animals is limited as specified below, unless the sender elects to pay the percentage charge on value as shown in the Rule 1301: Per Head Elephants Rs.1500/- Horses Rs.750/- Mules, Camels or Horned Cattle Rs.200/- Donkeys, sheep, goats, dogs and other animals or birds Rs.30/-
  2. The sender or his authorized agent is required to declare the value of each animal on the Forwarding Note when the value of an animal exceeds the amount specified above.The sender or his authorized agent must also record in the Forwarding Note whether he engages to pay the notified percentage charge on value. Should he elect no to pay the notified percentage value on value, the animal will be accepted for carriage under the terms and conditions of Section 77-A of Indian Railway Act.
  3. The Railway will not be liable for the loss, destruction or damage arising from freight or restiveness of the animal or from overloading of vehicle or wagon by the consigner or his agent or delay not caused by the negligence or misconduct of their servants, irrespective of whether the sender has engaged to pay the percentage charge on value or not.
  4. Railway will not be responsible for the loss, destruction, damage, deterioration or non_delivery of animals after the termination of transit as defined in Rule 153.

RULE AND RATES FOR CONVEYANCE OF DOGS :

  1. Dogs when carried in the break-van and/or A.C.C. and first class passenger compartments will be charged for at Scale 'L'(luggage Rates)on the basis of weights indicated below, subject to a minimum charge of Rs.10/- per dog, charges being Prepaid: When carried in break_van (Dog-Box) 30 Kgs When carried in passengers compartments 60 Kgs "Seeing Eye" dog traveling with a blind person in the compartment (First class) will, however, be charged the same tariff as for dogs carried in brake_van. The dogs must be provided with Collars and Chains. Owners should make their own arrangements for food and water for the dog during the journey. Dogs detected unbooked will be charged at six times the Luggage Scale Rate subject to a minimum of Rs.50/-
  2. A passenger traveling in First Air condition class or first class may take a dog into the compartment only with the concurrence of fellow passengers on payment of charges vide Clause(1) above. The charges are to be prepaid. If fellow passengers subsequently object to the dog remainig in the compartment, it will be removed to the Guard's van, no refund being given. Dogs detected unbooked with the passenger in IA and Ist class compartments will be charged six times the Luggage scale Rate subject to a minimum of Rs.50/-. A lady travelling alone with children under 12 years of age in a first class compartment may take with her in the compartment one dog on payment of charges at the Dog Box Rates,subject to a minimum of Rs.10/-provided that if another lady enters the compartment, the dog can only be allowed to remain in the compartment with her consent. Any dog detected unbooked will be charged at double the dog-box rate for the distance up to the point of detection and at the dog-box rate for the distance beyond the total charge being subject to a minimum of Rs.20/- for each dog.
  3. Dogs are not allowed to be carried in ACC Sleeper Coaches, Acc chair car coaches sleeper class and second class coaches.If a dog is found being carried in contravention of this rule, it will be removed immediately to the brake-van and charges will be levied six times the Luggage Scale Rate subject to a minimum of Rs.50/-
  4. Charge for dog carried in reserved compartments will be levied at the dog-box rate. Any dog tetected unbooked will be charged six times the Luggage Scale Rate subject to a minimum of Rs.50/-
  5. Large dogs which cannot be carried in the dog-box of a brake van will be carried in a special vehicle at the same rates and conditions as for horses.

Como sobre pássaros?

De como interpreto a burocrata nas regras, parece que as aves não podem ser transportadas pelo passageiro, mas devem ser consignadas como frete . Isto é baseado no fato de que há uma seção separada para o transporte de cães nos compartimentos de trem, mas não são mencionados outros animais.

Quando se trata de viajar com pássaros, aqui estão as regras a seguir, detalhadas em Capítulo X do Manual Comercial Indian Railways , e inclui:

  1. As gaiolas devem ter dimensões adequadas para evitar superlotação
  2. O número de aves por gaiola deve ser registrado no recibo de entrega
  3. O número de aves por gaiola deve ser claramente rotulado na gaiola

É seguro assumir que você tem que fazer seus próprios preparativos para comida e água . No caso de aves engaioladas, presumo que deixar uma quantidade suficiente de comida na gaiola deve ser suficiente. Uma medida extra que você pode tomar é cobrir a gaiola com um pano escuro para que os pássaros pensem que é noite, e não fique muito estressado.

Abaixo estão as citações relevantes de Capítulo X do Manual Comercial Indian Railways :

  1. Avoidance of cruelty to animals and birds.�The minimum dimensions of cages, baskets or hampers and the number of live poultry which can be packed in them are laid down in the I. R. C. A. Coaching Tariff. These instructions should be strictly observed. Receptacles of a smaller size or those containing a large number of birds should not be accepted for booking under any circumstances.

Similarly, the number of animals loaded in a vehicle/wagon should not exceed the permissible limits to avoid overcrowding and restiveness to animals.

  1. Recording of actual number of animals, birds and poultry.�Animals or birds chargeable at other than parcel rates should be counted at the time of booking and their number recorded in the way-bill, both in words and figures. In the case of poultry and other small animals or birds in brackets chargeable at parcel rates, a 'said to contain' railway receipt will be issued when the number is not easily countable.

In the case of valuable poultry, on which the sender has engaged to pay the percentage charge on the excess value, a declaration with regard to the number of birds despatched in each cage or crate and their value must be obtained on the forwarding note. Prepayment of freight and insurance charges is compulsory.

  1. Labels for dogs, animals and birds.�Labels in Form Com./L-3 Rev. showing the number and date of way-bill, station from and to, the name and address of the consignor and consignee, and the route by which dogs, animals or birds have been booked, should be tied to the collar of every dog or animal booked in brake van, and to the cages or baskets containing small animals and birds.

São proibidos os papagaios?

Mais uma vez, não encontrei menção de papagaios em todos os documentos oficiais que encontrei na web. Há, é claro, uma chance de que essa informação não esteja prontamente disponível on-line. Daí eu sugiro que você entre em contato fisicamente Indian Railways, indo para a estação de trem mais próxima e pedindo para falar com o Mestre da Estação .

Em uma nota diferente, eu encontrei uma entrada no blog WWF Índia discutindo comércio ilegal de papagaios na Índia . O artigo diz que qualquer papagaio enjaulado é proveniente de comércio ilegal, uma vez que a fauna nativa é protegida. Eu não sei e não tenho tempo para pesquisar, se isso for verdade. Para o propósito desta resposta, estou assumindo que seus papagaios não são ilegais de forma alguma.

"Sim papagaios são proibidos nas ferrovias indianas"

Ao perguntar às autoridades, eles responderam que carregar papagaios é ilegal em trens indianos. Então você não pode carregar papagaios nos caminhos de ferro indianos.

É bom proibir o comércio de papagaios,

É ilegal levar pássaros de origem indiana ... Como papagaios verdes ... mas papagaios que não são indianos e aqueles de outras aves do interior podem levar com a devida segurança em Indian Railways. Papagaios verdes, como Ringneck, são tratados como aves selvagens e não domésticas.
