Um gancho deliberado do autor para futura referência?

No livro Harry Potter e a Ordem da Fênix, vemos Dolores Umbridge citando o seguinte.

“Very well, Potter, I will take your word for it this time, but be warned: The might of the Ministry stands behind me. All channels of communication in and out of this school are being monitored. A Floo Network Regulator is keeping watch over every fire in Hogwarts — except my own, of course.

E mais tarde vemos Harry usando esse conhecimento, que o fogo de Umbridge foi o único a não ser usado pelo ministério, para se comunicar com Sirius e depois para verificar se Sirius está em casa.

“Umbridge’s office,” said Harry quietly.

He had been thinking about it for a fortnight and could think of no alternative; Umbridge herself had told him that the only fire that was not being watched was her own.

Olhando para o modo como Umbridge menciona sobre o fogo dela não sendo observado, não parece óbvio que esse gancho tenha sido criado retrospectivamente, de modo a preparar o caminho para o clímax da história?
