Por que Gollum nunca se tornou um wraith?

Gollum evitou se tornar um espectro por uma combinação de dois fatores:

• Ele não usou muito o Ring, como DVK notou.

Gollum used to wear it first, till it tired him; and then he kept it in a pouch next his skin, till it galled him; and now usually he hid it in a hole in the rock. ... And still sometimes he put it on, when he could not bear to be parted from it any longer, or when he was very, very hungry, and tired of fish. - The Hobbit

Gandalf confirmou que foi o ato de usar o Anel que faz com que os mortais se tornem espectros:

if he often uses the Ring to make himself invisible, he fades: he becomes in the end invisible permanently, and walks in the twilight under the eye of the dark power that rules the Rings. - The Fellowship of the Ring

• Gollum também era resistente ao Anel porque ele era do tipo hobbit, "parecido com os pais dos pais dos Grados", de acordo com Gandalf. Alguns Hobbits, também notados por Gandalf, podem ser "tão duros quanto velhas raízes de árvores" e "resistiriam aos Anéis por muito mais tempo do que a maioria dos sábios acreditaria".

O anel move o usuário em direção ao mundo espiritual quando usado , enquanto suas outras influências corruptoras acontecem mesmo quando carregadas.

Como você mesmo observou, ele não usava o anel o tempo todo.

Os Espectros do Anel [Nazgul] são os nove humanos (homens mortais) que receberam anéis específicos de poder feitos pelos ferreiros élficos. Foi a luxúria dos homens mortais pelo poder e a dominação do Anel de Sauron que os corrompeu em aparições. Gollum não era humano. Ele é descrito como um pescador e não como um hobbit. Porque a raça de Gollum tinha desejos simples e não ansiava pelo poder, como os homens, sua corrupção era limitada. Além disso, segurando o Anel de Sauron, ele não era diretamente dominado pelo bruxo das trevas como os Nove eram.

Note que os portadores dos anões também não se tornaram espectros. Os esquemas de Sauron não eram perfeitos. Eles funcionaram muito bem em humanos, não tão bem em anões e hobbits. No entanto, minha opinião é que os hobbits são muito mais parecidos com os humanos e, embora Smeagol tivesse mais resistência do que um homem teria, ele estava a caminho de se tornar um espectro. Ele estava perdendo. Pense em um continuum de 1000 anos, com o hobbit gordo Smeagol na extrema esquerda, Gollum emaciado no meio aos 500 anos, e um espectro na extrema direita.  Tenha em mente também que os Nazgull estavam sob a influência dos anéis por muitos milhares de anos, e não sabemos quanto tempo demorou para que eles finalmente se desmaterializassem.

And one by one, sooner or later, according to their native strength and to the good or evil of their wills in the beginning, they fell under the thraldom of the ring that they bore and of the domination of the One which was Sauron's. And they became forever invisible save to him that wore the Ruling Ring, and they entered into the realm of shadows. The Nazgûl were they, the Ringwraiths, the Úlairi, the Enemy's most terrible servants; darkness went with them, and they cried with the voices of death. — The Silmarillion, "Of the Rings of Power and the Third Age", 346

Portanto, é claro que o processo de escrita leva muito tempo e depende das circunstâncias individuais. Sméagol teria sido ajudado por sua "hobbitness" e não usar o anel constantemente, mas prejudicado por seu assassinato de Deagol.
