Isso certamente está falando figurativamente, como se ela estivesse literalmente afogada por suas próprias lágrimas, não haveria necessidade de alguém lhe sufocar uma vida. Podemos pensar nisso como significado

Agora para a segunda parte,

Se já estamos sendo figurativos e estamos lidando com uma profecia, por que devemos ser literais aqui? Não precisa envolver mãos literais, não precisa envolver sua garganta literal, nem precisa ser ela literalmente engasgada (ou sendo sufocada).
Vamos considerar o valonqar como Tyrion. Ele é a mão de Daenaerys. Depois da própria Dany, ele é a pessoa mais alta no ranking de sua facção e comanda o cerco em Porto Real. Ele até diz a Jaimie que conhece as defesas e fraquezas da cidade por dentro e por fora, e que a cidade vontade cair. Para que possamos ler esta parte como significado
