Are there winged tieflings?
Winged Tieflings must have the Infernal Legacy trait, for replacing with the Winged trait. If the Feral tief has the Infernal trait to replace, they may fly! Tiefling variants, such as those in MToF, are not exempt from the PHB+1 rule.
Can tieflings use their tails?

In Planescape: Torment, the word is always pronounced "TEE-fling", and I've never seen any official material pronounce it otherwise. During all of the press videos for the launch of 4e use the TEEF-ling pronunciation, the argument is now moot. 4th-edition tieflings are TEEF-lings.
