Judith is successfully delivered via an emergency cesarean section by Maggie Greene, though this results in Lori's death due to blood loss and shock. Judith, in the few minutes after she is born, is silent. She is quickly awakened by a few quick, light taps on the back from Maggie.

It's because they were dealing with The Governor and Woodbury, and he could be a trap to lure them into being captured. They didn't want to deal with any more strangers. Just like why Rick didn't let Tyreese stay at the prison.
Why did Milton stop Andrea from shooting the governor?
Andrea says she needs to kill him, and Milton says there's no way she could get close enough. He does not object otherwise, though. Then Andrea pulls out her gun and is about to shoot the Governor in the head, but Milton stops her because those three minutes have passed, and he's decided he's against this plan. They were shown to be very close with one another and often agree in arguments. However, when Mike was unable to save their son from walkers due to being high at the time, Michonne, enraged with him, let him die and turn after he was bitten.
Why do zombies ignore Michonne?
Basically, because they can't. They have no arms or teeth. The fact that they stopped trying to do so implies that they somehow learned that it would never work, but how they learned this (since zombies can't learn) is never really explained. All we know is what we're told.
