Can Rogues use heavy crossbow?
The Heavy Crossbow on a Rogue isn't terrible. You don't need the Crossbow expertise feat at all and it's the only way to give you a 1d10 damage die. I agree with you, 1-2 levels of Ranger (you could take Fighter but you need a Str of 13 min). Can you use crossbow expert with shield? RAW, no. You can HOLD a crossbow and benefit from a shield, but you can't fire one. Even a 1H hand crossbow requires a free hand to load the bolt.
Can you fire a light crossbow twice in 5e?
Yes, Crossbow Expert lets you attack with a crossbow more than once a turn. There are two weapon properties at play here - Ammunition and Loading. Ammunition. The only possible way to dual wield crossbows would be to pre-load them first. There are no official rules for this, but as DM you could try to work something out with your player.

If you don't care about hitting a target, a powerful modern crossbow can shoot as far as 500 yards. If you want to hunt, up to 80 yards is possible for a very skilled shooter, however you should stick to a maximum of 60 yards, and preferably much less than that (30-35) if you are a beginner.
